Section 7.36 of the PBR says:
"Replacing an older boiler with the latest efficient models can reduce a household’s energy bill by around £230 a year.
The
Pre-Budget Report announces a £400 incentive to help up to 125,000
households upgrade their boiler, available to those who buy a new
boiler or renewable heat unit to replace a working G-rated boiler.
The Government will work with industry to launch the scheme at the earliest opportunity in 2010."
The Corgi Trust has published a detailed report on the costs and benefits of a boiler scrappage scheme.
This estimates that for £50 million, more than 110,000 boilers could be replaced, saving more than a tonne of carbon dioxide each, and an average of £150 on a household's bills.
They also focused on the safety benefits, with significant reductions in carbon monoxide poisoning also possible.

Leading boiler manufacturer Worcester-Bosch have also commented on how they think a scheme could be run.
The final details will be up to ministers, but the industry has some great ideas, such as linking the scheme to incentives for renewables to create a package that helps save even more carbon in suitable homes.
